California Assembly Bill 341 California state law mandates recycling for all businesses that generate more than four cubic yards of solid waste per week and multifamily dwellings of five units or more. In San Francisco, the new state law, is in addition to the mandatory recycling ordinance, passed by the Board of Supervisors in 2009, requiring “all” properties in the city to recycle and compost.

Under the City and County of San Francisco's Construction and Demolition (C&D) Ordinance, effective July 1, 2006, construction and demolition (C&D) debris (such as wood, metal, concrete, asphalt, and sheetrock) taken off a site must go to a registered construction recycling facility and cannot go to landfill. The Ordinance also requires that C&D debris be taken to a registered facility that can process mixed C&D debris and divert a minimum of 65 percent of the material from landfill.
